You're making a good point,but it's not really
a bug.
I can't modify a subdivision directly.
Steve provided function to convert
from mesh to subdivision and vice versa,
but no access to division level.
So,I can't try to set division level to 0,
convert to mesh,modify mesh and then
convert back to subdivision.

I'm stuck.
