Could you post the transmap you used?  It looks like you'll definitely want to use a transmap, but I'm not sure why it's coming out solid.

I used a water texture just for an experiment, i didn't seriously try using a transmap. This is the texture though. I wanted to make it look like there were sunspots, and that part worked, but it looked to solid.

In a transmap, black colors are completely transparent and white is completely opaque.  So, since I'm guessing there aren't many true blacks in that image, it would look too solid and not very transparent.  I'd advise trying to create your own transmap.
