This might do it, though I"ve never used it ( I just remember others using it to import various formats into their game editors) :

You can try the Autodesk FBX Converter. Convert the dxf to fbx, then using the same converter, convert it to .obj. I tried it on a sample dxf file, worked for me.

One thing that would be nice to see, is a format importer for animated projects , or am I missing something..a plugin/script ?

Animation import is not currently possible at the moment. It's one of the many things on the feature request wish list, which will begin shrinking in size when Steve gets back from vacation ;)
