I'm probably going to build it as a figure as the sliding joints are involved in the basic walking cycle.
The sliding action itself powers a rotary motion (the mvement of its claws).

Seeing as I can't use anim8or currently, I made a detailed planof my design. Here it is.

It even has a little steampunk stickfigure (but only one leg on the original machine).

If you want reflections of sky, for one of my city scenes (that I made in 5 minutes) I used a background panorama.

you could add a little 'boiler' sphere on top to house the steam generating element.
