an "Inflate" script?

Something I wish was possible is the ability to not just make things bigger, but more like "Inflate" them.  Say you have an object that has openings in it, (most simply a wheel or donut shape) and you want to make it bigger, but thicker.  I don't know if I'm making any sense, but the picture may help.

Could someone maybe try to make this, or point me to it if it already exists?
