I can't rotate a bone in any angle in scene mode even when the bone has no limited rotation

Make sure the Rotate Bone <R> tool is selected. Next, you have to click and drag on the head of the bone, not the body in order to rotate it.

Depending on what view you are in, you may have to use the left, right, or middle mouse button (or change the view) in order to rotate it the way you want.
