Frame miss behaves in 2 views?

Hi all
In 1.0b; scene mode; 2 views; set the left view to camera, set the right view to Right.  If I click in the right view to set it in focus and press f to frame, the left camera view changes.  It looks like the camera FOV has changed, sometimes when I click the left camera view it corrects itself, other times I have to close / reopen anim8or.

Frame (f) seems to affect both views when using 2 views?  Should it just frame the view in focus?
Should frame have any affect in a camera view?
(3 views is similar)

Should it just frame the view in focus?
i'm not sure how steve intended it to behave, but i'd certainly prefer it if this was how it worked.

Should frame have any affect in a camera view?
i'd say no, it shouldn't.  since the camera's field of view is supposed to be determined by its position, orientation and FOV settings, there shouldn't be any other way to affect what it shows, especially not something like the 'frame' command which can have such wildly variable results depending what's in the scene.

The way it works now:

Lower case f frames all non hidden objects is all views, including any camera views. Upper case F frames selected objects in the focus view.

Here are some possible changes to how it works:

1a) Don't change camera views.
1b) Don't change camera views unless the camera view is the focus view.
2) For lower case f[ don't change the non-focus views.
3) Leave it how it is now.

I am using 2 (or more views) to view the camera result while moving the objects in the left / front, etc.  So it doesn't help me if the camera FOV is changed because I am framing the other view to get to an object.  Is there another usage where framing all views is needed?

So for me -  (2) For lower case f don't change the non-focus views.

the main useful point of difference between f and F is 'all non-hidden elements' vs 'all selected elements'; i'd argue that both commands should behave the same apart from that - i.e. they should affect the same view(s).  i've been frustrated before when i wanted to frame one view and found all four changed at once, and i can't remember if i've ever actually wanted to frame all views simultaneously (although i guess others might - open question to the floor?)  so i'd vote option 2.
