Layers question

I have always been a bit confused about the layers feature. What are they used for? Are they like image editor layers where it places one object in front or in back?

Layers have two properties that can be very useful when editing complex things. You can show or hide levels, and you can lock/unlock levels. An example is a room full of furniture with a couple of people in it. If you put the room's walls, floor, etc. on one level, the furniture on another, then you can lock the room level when you want to arrange the furniture, adjust the lighting,etc., lock the furniture level to animate people, hide walls, etc.
