Is it possible to have default view, ie; have front right and top views in wire frame and the perspective in rendered?

In 1403 this is close. Pull up "all" views, click in each quadrant and set the view to wire frame. When you get to perspective view, click smooth shaded.

You could also pull the object into Scene Mode and switch between Object and Scene modes, if that is what you want.
