In the first post of that thread, there's a realistic glass material (with refractions/reflections) that you can use.  This only works if you're using v0.97
You could also use a dielectric material if you wanted colored glass.

Using the attributes of the new ART renderer you can make a nice glass material. I suggest reading thought the 'V0.97 preview' section of the site (between the links left). There you can learn about the different attributes and which to use.
For the best result i would use these:
Attribute: specular>reflection (set the specular to 0.3-0.8)
Attribute: class>transparent (set the transperancy to 0.2-0.5)
Attribute: IOR (set the float to 1.33)

Just play around with those attributes and values to get the glass you want.

Right, now I have the light. How would I add a light blue colour to the light (As if someone has turned a light inside a building). Would you just use a local light or is there other methods?

When you doubleclick on the lamp a edit box will come up. Half way the box you will see ' color' and the default grey color. Click on the three dots behind those and select the color you want for your lamp and hit ok.
