My picture and a 3D head?

I have been seeing programs where you can take a picture of a person put it on that program and it will make a 3D face of them. Where can I find one of these programs? (beside iclone) Also I am on a buget of $0.00 :P

RnDr FOX, usually these head models are of poor quality and are not good for animation.
It is better to learn to model yourself...
