vekenti:
Dont know What build 1103 is , but i tried version 0.97D and 0.95 and they both work, but this new 0.98 wont work at all for me,I have it running on compatibility mode windows XP service pack 3, Disabled visual theme and disabled desktop composition,I have also disabled my antivirus(McAfee) and it still only spins for a couple seconds and then does nothing

Go to the forums 'Ongoing Anim8or Developement' Category.
http://www.anim8or.com/smf/index.php/board,7.0.html
Then go to page 1 of "Current Development Release' thread.
At the bottom of the first post by Steve , you'll see a list of downloadable Anim8or 'drops'.(previous releases of developement updates. Anim8or .exe's) .
You should see there what i mean by build '1103'
Will be interesting to see whether you are ok with all previous releases up to and including 1103, and whether you can run any later releases than 1103.
Good luck.

1103 does not work for me,has the same exact reaction that the newest build has, spins for seconds, and then nothing

Ok. Make sure you've done what Raxx said. Set compatability mode to windows xp service pack 3.
(please try again if you didnt do that)
I don't think its an anti-virus thing, as my work/hobby pc doesn't go on line and i have no anti virus software installed.
I probly wont be able to help you much here, as i still have a similar problem myself.
Could you try some earlier updates, pre-1103.
Try 1103 again if you didn't set compatability mode, then try 1101, 1097, 1088, 1086 and so on till you get to a working version. (set compatability mode in each 1 as you go)
I'm sort've surprised 1103 didnt work. (was hopeing it would)
Please let us know how you go. Any info might help in working out whats going on.
Thanks
Edit: Could you check if it is showing in the processess as 'running'? (after a failed start)
Ctrl - Alt - delete -> Task Manager -> Processes.
thanks

What's really strange is getting newer versions to run under the older Win XP; I see it displayed in the task manager, but it never opens up the application itself like 0.98 normally does. I hope the issue can be resolved as I plan on using XP until I get a newer PC.
